Consultation on Validation Advice and
Checklists
As you may be aware, Central
Government will introduce a new standard multi-purpose application
form for Planning and related applications. The form, the 1APP
form, will cover all of England and must be available in electronic
form from 06 April 2008 (provided that central government
establishes the relevant legislation). This council will meet this
objective.
As part of the 1APP process,
Central Government intends to revise the details required to make
an application valid in order to ensure that only applications with
the requisite details are consistently validated and that these
details are processed by Local Planning Authorities (LPA's).
Central Government allows for LPAs,
where appropriate and where justified, to set ‘local’ validation
standards to ensure that planning submissions, at the start of the
application process, provide all the relevant information necessary
for the LPA to determine Planning Applications. In effect, this
should help to ensure that the LPA gets all the detail at the start
of the process that it might otherwise have to seek by the issuing
of a Direction for further detail.
Work has been undertaken by the
Kent Development Control Officers Group, to create a countywide set
of documents that guide applicants through the new validation
system. The documents comprise:
- A general introduction;
- Guidance on national validation
standards;
- Proposed guidance on local
validation standards and key reference sources;
- A set of validation checklists which aims to cover the range
of application types facilitated by the new England–wide
1APP forms.
The objective is to produce a range
of documents that assist applicants and their agents, professional
and non-professional, to plot the simplest path through the
extensive range of material planning considerations that the LPA
may have to take into account when determining planning and related
applications. In the future, these will be held on our website and
accessible via the Planning Portal http://www.planningportal.gov.uk/.
We are now seeking your views on
these documents, which are set out below, and hope that you will
find them a useful aid in our endeavour to improve the completeness
and quality of all applications at their initial submission.
