Investment

 

The Council has an overall target to enable 480 new affordable homes to be delivered through Registered Social Landlords (RSLs) in the Borough during 2005-2008. In order to achieve this target, the Council is investing significant amounts of it’s own capital to support the provision of affordable housing.

 

The Council has to demonstrate this investment is spent efficiently, and that each proposed scheme achieves local housing strategic objectives and the optimum possible gain in good quality, sustainable affordable housing.

 

The Council wish to ensure that the schemes funded are aligned with our investment goals and local housing strategic objectives to ensure the Affordable Housing Development Programme (AHDP) is meeting the complex needs of existing and potential local residents.

 

The Affordable Housing Capital Funding Guide (AHCFG) has therefore been prepared and sets out the process and criteria the Council will follow when evaluating schemes for funding. The Council will analyse schemes on a consistent, flexible basis, taking into account specific performance indicators under the following categories.

 

  • Value for Money
  • Deliverability
  • Strategic Housing Objectives
  • Quality
  • Tenant Satisfaction

National Affordable Housing Programme

 

The Housing Corporation’s National Affordable Housing Programme (NAHP) is a national investment programme in affordable housing which delivers agreed national and regional priorities and targets, and is distributed through grant payments to RSLs and unregistered providers.

 

The NAHP of £3.9 billion for 2006-08 is set to deliver 84,000 new affordable homes, with 35,000 low cost home ownership properties and 49,000 social rented homes over the next two years.

 

Maidstone Borough Council were successful in securing over £11.1 million in funding for affordable housing over the next two years. The money from the Housing Corporation will be used to build 248 affordable homes throughout the Borough, housing 950 people. This will help local people, particularly first-time buyers to get a foot on the housing ladder.

 

This funding boost for 2006-08 is a massive increase of over £7 million and is 192% up on the previous two year allocation in 2004-2006. It was also the 5th largest allocation for local authorities in Kent.

The Housing Corporation will launch NAHP for 2008-11 later this year (arround September), which for the first time will be a three year funding regime. The Housing Corporation have also outlined plans to allow for 5 year funding for sites of strategic importance as defined by the Regional Assemblies.
